Attached is declaration of customs authority by Turkish Goverment and says that

B/L should be delivered to customs in 24 hours after vessel arrived destination ports therefore mb/l s and release notice’s MUST NOT BE DELAY to be forwarded to our side otherwise custom authority issue penalty fine usd 220 to the carriers .

Sorry to inform you but If origin agents delay to send b/l or release notice to our side ; we have to debit this amount your side.(mentioned agent on shipper part of MB/L)
