AN IMPORTANT ISRAELI CUSTOM’S AUTHORITY NOTICE , ADDRESSED TO ALL FOREIGN EXPORTERS AS WELL AS INTERNATIONAL FREIGHT FORWARDERS, SHIPPING COMPANIES AND AIRLINES
ON 24TH JUNE 2003 AN IMPORTANT TRANSPORTATION RELATED NOTICE WAS ISSUED BY THE ISRAELI CUSTOMS AUTHORITY AFFECTING ALL IMPORTED GOODS TO ISRAEL.
ATTACHED PLEASE FIND A FREELY TRANSLATED VERSION OF THE CUSTOMS NOTICE.
Single Identification number of Israeli Importers, Foreign Suppliers as well as Description of Goods,to be clearly indicated in all Import Related Transport Documents
A) It is well known that a worldwide, highly intensive, security process is being developed these days as an integral part of the international distribution chains and the international delivery procedure.
B) The basic requirements involved in applying a tight & comprehensive security process include, among other things, a clear identification of the importers, foreign suppliers as well as the accurate description of the imported Goods on the Transport related Import documents (Ocean Bill of Lading, Air waybill, International Transportation Certificates and Import Manifest).
C) Within the framework of the newly developed international transportation security initiatives and in order to adjust the Israeli import procedure to this global process and improve the control abilities of the authorities in Israel, it has been decided that as of November 1st, 2003, all transportation related documents i.e. bills of lading. waybills and air waybills covering goods imported to Israel, including Import Manifests, submitted to the customs authorities by Shipping companies, Airlines, and International Forwarding agents, must include the FULL NAME and the VAT registration number of the Importer, the FULL NAME and VAT registration number of the foreign supplier in his country and an unequivocal description of the imported goods, including their first four first digits of the imported goods’ H.S. classification number.
D) If the Consignee mentioned in the Bill of Lading, waybill, airway bill is a Bank or in cases where the bill of lading is made out "To Order" “to order of shipper”, the Bill of Lading must clearly indicated the FULL NAME OF THE IMPORTER and his VAT registration number in the NOTIFY section ON THE BILL OF LADING, WAYBILL etc.
E) In cases where the Consignee on the bill of lading is indicated by the term "To Order" and the "Notify Party" is a local agent, and in time of issuing the Bill of Lading, the identity of the final Importer is not yet known, the VAT registration number of the party indicated in the "NOTIFY" section must be shown.
F) Imported shipments of personal effects consigned to Israeli citizens, the identifying number to be indicated on the bill of lading, waybill or airway bill will be the personal Identity Card Number of the citizen. In cases where the imported goods and/or personal effects are consigned to a foreign citizen, the Passport number is to be indicated in the consignee section of the transport document.
G) If shipments are delivered under A.T.A. Carnet, it is obligatory to indicate in the Bill of Lading or airway bill, the VAT registration number of company shown as Consignee or the VAT registration number of the party shown as "Notify Party", similar requirements as specified for regular Import shipments.
H) If shipments are in Transit or Tran-shipment via Israeli ports, and their ultimate destination is another country, it is obligatory to indicate on the transport document the VAT registration number of the local Ship's Agent.
I) If the shipment is heterogenic consisting of several different items /articles which are classified under several H.S. classification numbers, it is obligatory to clearly indicate the first 4 digits’ H.S. classification number, of the three (3) main imported articles, according to their value, in the shipment.
J) As of November 1st, 2003 it is obligatory as aforesaid, to deliver the Bill of Ladings, Waybills and Airway bills including shipping Manifests with the full names of the Importer and Supplier as well as their VAT registration numbers, and a clear description of the goods, including their first four digits’ classification number. During the introductory stage, beginning on November 1st 2003 until February 1st 2004, The Israeli Customs Authority will adopt a supervisory policy advising & furnishing importers with information concerning any missing data in their documents. During this three months period, no steps will be taken by the authority.
K) As of February 1st, 2004 the Israeli Customs Authority will not accept anonymous Import documents, without showing the VAT REGISTRATION NUMBERS of both Importer and Supplier or without a clear description of the imported goods and their first four digits H.S. classification number. Goods Transported to Israel under transport documents lacking such required data, will undergo comprehensive as well as intensive check with a possibility of long delays.
L) Importers, Shipping companies, Airlines and International Freight Forwarders operating in Israel have to advise this Customs’ decision to their Suppliers, Clients, Correspondents, Airlines, Shipping companies, Customs Brokers and International Freight Forwarders abroad. All importers should take the necessary steps in order to furnish their overseas suppliers with their VAT registration number. It is of high importance that all parties involved in the International commerce of Israel, will be aware, prepared and ready for the procedure, accordingly.
The FULL NAME, ADDRESS and VAT registration number of both the Importer and the Supplier, will become, as of February 2004, an integral part of the data of the Bill of Ladings and on any other transport document, including shipping manifest, covering goods imported to Israel. General description of the goods, using vague and unclear description such as "General cargo" “F.A.K.”(freight all kind) etc. will not be acceptable any more !!!
M) Although November 1st, 2003 is the target date for the full implementation of this process, all parties participating in Israel’s foreign trade, are strongly requested to begin as early as possible to implement the inclusion of the required data in the Bill of Ladings, Waybills, Air-waybills as well as Import shipping Manifests, in order to ensure a satisfactory implementation of the process on the date decided upon.
