Procedure for Import Shipment to Thailand
1. Submission of documents to Thai Customs House
1.1 Steamship Lines/Shipowners will enter the manifest to Thai Customs House and issued the Delivery Order (D/O) according to the said entered manifest.
1.2 When the Freight Forwarder involved as the steamship Lines’ Agent, the Freight Forwarder shall send the “Amendment Manifest” to the specific Steamship Lines who are solely authorized to enter the manifest to Thai Customs House and issued the D/O.
2. Manifest Entering Time Frame
2.1 Steamship Lines/Shipowners must submit their Manifest to Thai Customs House ONE DAY before the ETA date (Estimated Time of Arrival at the Port).
2.2 When Ecu Line (Thailand) Co.,Ltd. involved as the Steamship Line’s Agent, then we shall require 2 days before the ETA date to arrange the “amendment Manifest” to be given to the Steamship Lines/Shipowners for their submission to the Customs House.
3. Import Documentation required for Thai Customs House
3.1 Copy HB/L with “Released Instruction”
3.2 Original MB/L with “Released Instruction”
3.3 Invoice, Debit Note which shall apply to Freight Collect Shipment
3.4 Released Instruction as mentioned “Surrendered B/L” or “ Express Released” must be typed clearly on the both HB/L and MB/L
3.5 In case of the loading port are unable to provide the completed set of documents, at least the HB/L and MB/L are to be sent immediately to us for preparing the “Amendment Manifest”. On the HB/L, the amount of the “Freight Collect” must be shown and the completed address with the telephone, fax number must be correct for promptly contact your customers.
3.6 Invoice, Debit Note should be sent in the same time of your HB/L and MB/L. if pass this period , we shall collect amounts for the Freight Collect shown on the B/L and this will be our final charges which shall replace all late invoices submitted from Port Agent.
4. Penalty for late Manifest Entering
4.1 Steamship Lines/Shipowners cannot wait for amendment but to enter the Manifest as according to their MB/L record received from their loading port.
4.2 Once the Manifest is entered that means there will be no other will be a fine for USD 80.00 per HB/L which shall be billed back to loading port.
5. Submission of Documents Relate to Dangerous Cargo
5.1 Steamship Lines/Shipowners must submit Dangerous Goods Declaration which declare cargo list as for IMDG. Code specified by IMO at Chemical Section following the notification of PAT.
5.2 The Dangerous Goods Declaration as mentioned are the listing of the Chemical Name, UN Number, Class and with the Claus “It is certified that the dangerous cargoes mentioned are with correct UN Number and packing together with labeling as per IMO Specification also attached together with Material Safety Data Sheet of the dangerous cargo.
5.3 PAT separate dangerous cargoes specified by IMO into 3 groups :
Group 1 Prohibited to load or discharge in Bangkok Port
Group 2 Dangerous Cargoes allowed to be loaded and discharged in Bangkok
Port but must be take outside the port immediately when making direct
discharging from vessel.
Group 3 Dangerous Cargoes are not specified in group 1&2, PAT will allow the
Storage inside Bangkok Port by keep inside container at the specified
area and the period will not be over 5 days from completion of
discharging.

5.4 Dangerous Cargoes in Group 2 which passed customs procedure and paid all
Tariff to PAT but he loading truck still cannot take the Dangerous Cargo out of
Bangkok Port. PAT will allow the truck to part at Dangerous Cargoes Shed
Number 5 but not allow to park overnight.
5.5 Dangerous Cargo in group 3 that come with conventional cargo vessels and not containerized, discharging must be done overside the ship.
5.6 Transit Dangerous Cargoes as per group 2 and 3 must be kept in The Dangerous Cargoes Warehouse.
5.7 Dangerous Cargoes which are prohibited to open the container in Bangkok Port are Carbon Black, Paraformaldehyde and Dangerous Cargoes over 8 FCL per lot
6. Procedure in the case of violation of PAT’s regulations.
In case of the Steamship Lines/Shipowners/Agents violate PAT’s regulations relating to the Dangerous Cargoes which may cause danger of life, properties and environments, PAT will proceed as follows :-
6.1 If found that Shipowner/Agents do not declare Dangerous Cargoes in the manifest, Unclear, incomplete or declared after limited time stated, PAT will impose a fine of USD 300.00 per vessel of inbound cargoes and USD 150.00 per item for outbound cargoes.
6.2 For Dangerous Cargoes in Group 3, if cargo owners/agents do not take out the Dangerous Cargoes out of Bangkok Port within 5 days after completion of discharge, PAT may have the rights to transfer the Dangerous Cargoes to offdock or ICD and payment of tariff, transportation and other charges involved must be paid to the offdock or ICD.
6.3 Dangerous Cargoes Containers without labelling or with torn label or the Dangerous Cargo had been taken out of the container but did not label, PAT will put on the label or get rid of the label as appropriate but will collect extra charge from the responsible party accordingly. In the case of labelling, PAT will charge USD 15.00 per label and in the case of getting rid of label, PAT will charge USD 3.00
6.4 In the case of any damage caused due to the responsibility of Shipowners/Agents or Cargo Owners/Agents, PAT will claim all the compensation caused by the damage and will consider to stop servicing the company.
7. The HB/L of any Dangerous Cargo Shipment have to declare the IMDG Class and UN Number on the body of HB/L.
8. There will be an extra charge for trucking cost to/from any appointed bonded warehouse if the cargo cannot be discharged at Bangkok Port. In addition, if there are additional demurrage/storage charges occurred, these charges are to be billed back to loading port.
